Mr Phillips came up with a Message from the Honble House to acquaint the Major Part of the Council that it was their Desire that the resolve permitting Privateers to depart under certain Restrictions if not fully signed, may be sent down to the House. ー

The Secretary went down with a Message by order of the Major part of the Council to acquaint the Honble House that the Resolve referred to in the foregoing Message was not fully signed by the Major Part of the Council & was directed to lay the same upon the Table ー
