Sir As I have lately had many Complaints from the Merchants and Masters of Vessels belonging to Norfolk and Portsmouth that they cannot either enter or clear their Vessels at Hampton, without being exposed to the insults of a Lawless Set of Armed men that are Assembled there, I do therefore require you as Naval Officer of the lower district of James River to come around to reside at one of the above mentioned places, that His Majesty's Interest may not suffer, or the Laws of the Country be Obstructed, and where you will be under protection.
