The Commissioners of the Navy beg leave to Inform your Excellency, that the Schooner Rattle Snake1 having been prevented from proceeding on a Voyage which was Intended to furnish the Navy and Army of this state with Rum, First by a General Embargo, & afterwards by her being Ordered to St. Augustine as a Flag of Truce, is now again loaded and will be ready for Sea in a few days The Commissioners request your Excellencys Orders respecting that Vessel in Consequence of the Embargo laid by Congress on provissions
