F./to David Hartley, Esq./June 16. 1778./Concerning the Exchange/of Prisoners.” The editors of the Benjamin Franklin Papers use the copy made by John Adams and consider this letter to have been sent from all the commissioners, but on his copy Commissioner Arthur Lee noted, “Dr. Franklin sent this Letter without ever communicating it to Mr. Lee.” This edition prints the draft of the letter, which is in Franklin’s own hand, and treats it as a personal letter written by Franklin on behalf of the other commissioners.
