Captain Owen1 took post at Billingsport, this morning at the time appointed and they are now busy going on with their works, and making drains, which will I hope prevent their being incommoded by the rain in future.—The Liverpool tried yesterday to overset the Cheveaux de frise, but without success, having broke an eight and Nine Inch Hawser, she is now to make a trial with a Bower, The Success of which I shall inform your Lordship.
