Voted that the late Conduct of Capt John Paul Jones Commander of the Continental Frigate Ranger in Stopping the Brigantine Mary, John Barrere Master, from Sailing on his Destined Voyage is highly reprehensible by this Court, he having Derived no Authority therefrom for his So ding [doing]
