I trouble you with a Proclamation1 to prevent the Inhabitants being uneasy, or Removing their Effects from hence, and have also to acquaint you, that there are two Americans on board the Richmond, which I will take an Opportunity of sending and hope that you'll be pleased to return an equal Number, if you have any prisoners in your possession.2 I am [&c.]
