Sir
most of the Vessels of the Navy with some Transports are very shortly [to] proceed up the Bay with a considerable body of our Troops, unless prevented by appearance of an Enemy, we therefore desire you'll use the utmost diligence in reconoitering the Bay and Capes as often as possible, and shou'd you discover an Enemys Vessel that you will give immediate notice of her strength and situation to this Board.
