Cooke, or in his Absence, the commanding Officer on Board the Ship Defence be requested to confine all such Prisioners belonging to this State that were taken by the Ship Defence that will not enter into the Service of the State or on Board of some of the private Ships of War, or Merchantmen; and to return a List of their Names with all convenient Speed to the Council of Safety.
