Sir, I have the honor to inclose you Copy of a Letter I have received from Major [John] Tupper, whereby you will see that from various Accidents the Marines under his Command have suffered very much and are exceedingly in want of Officers, and particularly Captains; I am therefore Obliged to Apply to you for the discharge of Captain Stretch, from on Board the Boyne, where Major Tupper tells me there is no Command for a Captain, that he may join the Corps of Marines doing duty under my Command. ー
