The Commissioners of the Navy, having been this day Inform'd that Captn. Seymour of the States Brigg Notre Dame did not proceed to Sea untill the 29th Ulto Notwithstanding their positive Orders to him of the 14th . . Augt & of the 8th . . Ulto. Do now Resolve that Captn. Seymour merits a very severe reprimand for not obeying the above mentioned Orders, or for not writing to the Commissioners his reasons for not Complying therewith, unless he can shew on his return, good Cause for his Conduct—
