Resolved, That Thomas Mumford, Esqr, be and he is hereby directed to examine the state and circumstances of a certain large prize ship now in New London harbour, and whether she be fit and proper to be used as a prison ship; and in case she is fit for that purpose to treat with the owner or owners of the ship for the purchase or hire of the same for said use, and receive his or their terms, and report the same with his opinion of said ship to his Excellency the Governor as soon as may be.
