I am to acquaint You in answer to Your Letter proposing the Exchange of Captain Judd1 for Mr: Manley2 late Commander of the Hancock, That as the former was taken when a Passenger onboard the Weymouth Packet and then in no Military Character, My Lord Howe thinks the Proposition for that Reason inadmissible.
His Lordship has not yet sent me any Answer respecting the Exchange of Mr. Flynn late Commander of the above Packet.3 I am [&c.]
