Resolved
That the Navy Board in the Eastern departmt. be and they are hereby empowered to Cause to be built Equipped & manned three large gallies for the defence of Providence Warren & Taunton rivers or procure three Suitable Vessells for that purpose if Upon Advising with the Council of War in the State of Rhode Island and Providence plantations, & General Sullivan1 they shall judge the measure to be expedient—
