Captain [Francis] Proctor is confined in the comon goal in Halifax, is treated most barbarously, and had been in irons ten weeks on board the Mercury man of war; they threaten to take away his life, but he despises their threats; all that he wants is to meet his enemies in the field.2 He has been in Halifax goal about five weeks, together with Col. [Ethan] Allen, Mr. [James] Lovell, and 28 others.
