Your favor of yesterday came to hand by Captn [Richard] James Captn Manly is not to blame for taking the Schooner as she was in a suspicious place,2 It however appears to his Excellency that she was bound to Newbury[port], you will therefore discharge her, Giving the Captn a pass ー A Pilot seems necessary, I wish you would put one on board, in whom you can confide, that no tricks may be played. I hope Manly will soon send in some prize, that will be of more consequence to you & the public. I am Sir [&c.]
