Sir.

M^r. Duval the Pilot¹ having complained to this Board that Captain Ingraham in a Schooner belonging to You has carried a way a Negroe Pilot; The Board desire that You will take particular Care he be delivered in Charles Town as soon as possible the Law having inflicted severe penalties on those who Transgress in that respect—
