A Letter from a Merchant in Hamburgh to his father in Edinburgh, dated Aug. 27, says, "There are now two American vessels here, which are the first that have come this year. They are loading with Osnaburghs and other necessaries for the Americans. I have had a good deal of conversation with the owner of one of them, who says, it is clearly his opinion that an accomodation would take place if Lord Howe had powers to treat with the congress. He adds, that the Americans have been all along well supplied with every necessary, but does not mention, through what channel.
